Toolbar Control is a Firefox extension that increases the browser's toolbar configurability. Open Customize... Right click on toolbar of choice.

Allows Small or Large Icons, Text or Icons only, Text and Icons, Show in Fullscreen.

New toolbars - Left, Right, Top, Bottom or choose to place Below the Tabs. (plus the above)

By design, if used with "Toolbar Extras" the "Toolbar Config" entry is removed.
